She has 26 years of experience in government, academia, and the non-profit sector, specialising in public sector governance, monitoring, and evaluation. She leads CLEAR-AA’s work in building national evaluation systems through institution building and capacity development. Candice holds a PhD in Public Administration.

Ms. Nwanne Vwede-Obahor is the United Nations Development Programme's (UNDP) Resident Representative for Uganda. In this position she represents, leads, and is accountable for harnessing and directing the full potential of UNDP's capabilities and associated partnerships, in support of national development goals and strategies in Uganda.
Prior to this, Ms. Vwede-Obahor served as the Director Program and Team Leader of the Implementation Support Unit of the UN Integrated Strategy for the Sahel (UNISS) in the Office of the UN Special Coordinator for Development in the Sahel. She has also served as the Regional Representative for the United Nations High Commissioner for Human Rights (OHCHR) for East Africa, as well as the OHCHR Representative to the African Union and UN Economic Commission for Africa (UNECA).
Ms. Vwede-Obahor has over 20 years of progressive working experience in various sectors, UN Sierra Leone Resident Coordinator's Office, UN Mission in South Sudan, UN Afghanistan Assistance Mission, UN-African Union Hybrid Mission in Darfur, UNDP Liberia, international organizations, private sector, and non-profit sector. She has expertise in development, governance, peacebuilding, humanitarian issues, resilience, stabilization, human rights, gender, conflict prevention, and provision of basic and social services.
Ms. Vwede-Obahor has extensive experience in management, business operations, coordination including of multi-agency activities/programs within and beyond the UN System, organizational leadership, policy development, results-based programming, including joint programming, advocacy, partnership building, and resource mobilization.
Ms. Vwede-Obahor holds a bachelor's degree in English Language and Literature, an LLB in Law, an MPA in Public Policy and Administration and an MSc in Political Science.

<span aria-hidden="true">Expert on Monitoring and Evaluation (M&E) with enormous experience in social protection especially in fragile and conflict affected environments. I was team leader of a multi‐sectoral team that designed and managed a post conflict master plan for northern Uganda ‐ the Peace, Recovery and Development Plan (PRDP) from 2005 to 2009. I am currently Assistant Commissioner for M&E at the Office of the Prime Minister responsible for managing the Uganda Country National M&E System (NIMES). I am co‐chair of a National M&E Technical Working Group initiating, developing and managing NIMES and developing National Policy on M&E. My background is in Economics and Management with specialization in development economics. For more than 15 years I have worked in the field of rural development and social protection in Northern Uganda. I was an Economist in the Ministry of Labour and Social Affairs and served as a Principal Economist in charge of Disaster Management and Refugee Affairs and later became in charge of designing and management the World Bank funded Northern Uganda Social Action Fund, a post conflict community driven development intervention for war ravaged northern Uganda. I was a Youth Coordinator for a JICA funded Northern Uganda Youth Rehabilitation Project implemented by World Vision for 2 years. I have a long time experience in social protection from the Northern Uganda conflict. I have worked closely with the several donor agencies on several projects following various donor procedures and safe guards. I have undertaken several studies and research on vulnerability of the youth, rural development, social protection and environmental sustainability.</span>
Specialties: Socio‐economic reintegration such as vocational and business training, labour market analyses, small business set‐up and business development services, capacity building and training, context analyses, programme design, monitoring and evaluation.

Josephine is a Credentialed Evaluator with 17 years experience in research, evaluation and evidence use systems in parliaments. Currently, she is the Assistant Director, Research Services and past Head of the Monitoring and Evaluation Division in the Parliament of Uganda. Josephine leads her team to generate and synthesize evidence to inform budgeting, legislation and oversight decisions. Josephine together with other colleagues has excellently organised key international conferences on parliaments including the 126th IPU meeting and the 64th Commonwealth Parliamentary Conference.
She is a member of the Independent Evaluation Panel of the Global Fund and the Canadian Evaluation Society Ethics Working Group. Josephine is a Council Member of the International Evaluation Academy. She is a former Board Member of the International Development Evaluation Association (IDEAS) representing Sub-Saharan Africa. and the Vice President of the Uganda Evaluation Association.
Josephine is a PhD candidate in Programme Evaluation at the University of Cape Town.

Dr. Awuor Ponge
Dr. Awuor Ponge, is a Senior Associate Fellow, in-charge of Research, Policy and Evaluation at the African Policy Centre (APC). He is also the Vice-President of the African Evaluation Association (AfrEA). He holds a Doctor of Philosophy (PhD) Degree in Gender and Development Studies from Kenyatta University. Ponge is an Adjunct Faculty at the Jaramogi Oginga Odinga University of Science and Technology (JOOUST) where he teaches Development and Policy Studies. He was awarded the International Organisation for Collaboration in Evaluation (IOCE) and EvalPartners <b><i>Award in 2015 for his contribution to Evaluation Capacity Development (ECD) in Africa and Mentoring Young and Emerging Evaluators.</i></b>
For the past over ten years he has served as abstracts Peer Reviewer for various Conferences among them: <b>African Evaluation Association (AfrEA)</b>; the <b>American Evaluation Association (AEA);</b> and the <b>Australian Evaluation Society (AES)</b>. Ponge is an Editorial Reviewer for the <b>African Evaluation Journal (AEJ)</b>, an online publication of the African Evaluation Association (AfrEA). He has served as an Editorial Consultant and Peer reviewer for many organisations including <i>inter alia</i>: EvalPartners and the International Organization for Cooperation in Evaluation (IOCE); the Institute for Policy Analysis and Research (IPAR), Kenya; the Institute of Economic Affairs (IEA), Kenya; the Think Tank Network in Eastern Africa (TTN-EA); the Africa Research and Resource Forum (ARRF); the International Development Research Centre (IDRC); and the Institute for Development Studies (IDS) at the University of Nairobi.

Asiimwe is an early career researcher, with a passion for Development Management and innovations. She has 20 years of Lecturing experience at Uganda Christian University, in Sociology and Development studies. She has developed a curriculum for Monitoring and Evaluation and taught it to undergraduate and postgraduate students. She has broad experience in preparing abstracts and has presented in prominent national and international conferences.
Dr Asiimwe is a general secretary of the Uganda Evaluation Association), AfrEA (African Evaluation Association (UEA), and an active member of Network for Education and Multidisciplinary Research Africa (NEMRA). She is a qualified Evaluation capacity development trainer, who participated in such projects as the RICE Project as a Project manager, Peer-to-peer learning as a trainer, ECD Uganda as a trainer, and CLEAR AA as a trainer.
She has presented conference papers on M&E Conferences at the Global level with IDEAS, AfrEA, and National level. She was part of the reviewers of the Evaluation Standards of Uganda and the Evaluation guidelines of IDEAS.

He has a strong background in statistics, data analysis, and ICT4D, specializing in tools such as Power BI, ODK, and Commcare. Chris has facilitated numerous training workshops for individuals and for local and International Organizations, improving MEAL standards and promoting data use with Realtime data in various organizations in Sub-Saharan Africa. Chris Derrick has a proven track record of delivering specialized training sessions in Power BI and other data tools for various individuals and esteemed organizations. He has conducted training for participants at the Uganda Evaluation Association during the National Evaluation Talks (Power BI series), as well as for the International Rescue Committee and Action Aid. Additionally, he has trained teams at Mott MacDonald and Dan Church Aid in both Southern Sudan and Uganda on Power BI and Kobo Collect. Chris also provided comprehensive training in Power BI, Kobo Collect, Advanced Excel, and DHIS2 for WHO in Afghanistan and WFP Uganda and delivered basic Power BI training for QED/Q2 Impact Uganda. These training courses highlight his expertise in data analysis tools and his commitment to capacity building in diverse settings. Kenneth Otikal is a seasoned Statistician, Development Planner, Economist, and M&E specialist with over 14 years of experience. Currently, he serves as the National M&E Expert for GOPA Worldwide Consultants GmbH, improving M&E systems for the GIZ funded Governance and Civil Society Programme in Uganda. Kenneth holds a Master's in Population Studies from the University of Groningen and a Master's in Monitoring & Evaluation. As a team leader of Nate Africa Consulting Ltd- a USAID transitional awardee for Monitoring, Evaluation and Learning for Market Systems Development; he provides management consulting services in M&E, Planning, Project design, Capacity building, Research, Surveys and project feasibility studies.
With expertise in Market Systems Development, Kenneth recently led a crucial USAID Agriculture Market Systems Development Learning study. As Team Leader, he managed a comprehensive evaluation to determine the impact of direct partners on indirect partners in agricultural input distribution and business advisory support. Kenneth is an IPDET global award winner for his innovative "Eval Hub" solution addressing data collection challenges during the COVID-19 pandemic. His work spans various sectors, including agriculture and dairy development, where he has contributed to national strategies and policy documents.
Kenneth is a member of Uganda Evaluation Association and his blend of government and consulting experience, coupled with his experience in Market Systems Development, positions Kenneth as a leading voice in monitoring and evaluation for complex development initiatives.

<p style="font-weight: 400;">Dr. Kaijabwango<strong> </strong>Clare Muhumuza PhD is a trained and experienced development-work professional with over two decades of experience in development cooperation programming; particularly in management, monitoring, evaluation and strategic planning. She has worked with Non-Governmental Organizations (local and International) and Government of Uganda on different programmes funded by Caritas Denmark (DANIDA), Civil Society Fund (USAID), German Agro Action, Broaderlijk Dellen, HIVOS, Common Wealth and Development Office (UKAid), European Union, World Food Programme, International Labour Organization (ILO) and DED. Clare has exceptional conceptual and analytical abilities, which she has used to develop programmes, monitoring, evaluation and learning systems and to train partners and staff. She is particularly passionate about the effective and efficient management of development programmes and the discourse around Value for Money and Development Corporation. Clare is a strong advocate for the use of data as the nucleus of programme management. She promotes the paradigm shift which views monitoring evaluation and learning as a fundamental management function regardless of sector.</p>

<strong>Dan Tebugulwa</strong> is a M&E Specialist and Geographic Information System (GIS) Expert at Lida Africa, a monitoring and evaluation consulting firm in East Africa. He has over seven (07) years’ experience in conducting GIS related assignments including training and consultations. He has trained over 500 professionals in the use of several GIS software to collect, analyze and visualize data to help inform policy and programmatic decision making.
As a GIS Consultant and Trainer, with extensive experience in the geospatial environment, he has worked with and supported several national and international organizations including; Earth Consult (U) ltd, Maarifa Consult, Impact Centre for Applied Research (ICAR), NARO-NaSARRI, AVSI Foundation, HoACSF, Kyagalanyi Coffee Ltd, Teso Initiative for peace (TIP TESO), Welthungerhilfe, ADRA-Uganda, CEFORD, and Masindi District Natural Resources delivering high-quality GIS work. Dan has developed GIS training manuals and produced over 700 thematic maps for various purposes, including research, education, and program monitoring and evaluation. Dan holds a bachelor’s degree in water resources engineering from Busitema University and has received extensive training in M&E, data management, analysis, and visualization. In November 2022, he attended the AVISA Socioeconomics Workshop in Nairobi as a GIS Consultant. Dan's expertise includes cartography, map processing, training, and web-mapping for organizations. He is skilled in open-source GIS (QGIS) and Arc Map and proficient in M&E packages such as Kobo Toolbox for mobile-based data collection.
Dan is also a Co-director at Danteb Geo-consult ltd, a leading firm provides Geospatial Consultancy services in Research, Monitoring, Capacity building in areas of Agriculture, Livelihoods, WASH Forestry, Epidemiology, Meteorology, Banking, data collection, mapping, Transport, and staff training.

Dr. Godfrey Bwanika is currently a Lecturer, Monitoring and Evaluation (M&E) at the Uganda Management Institute and has more than 25 years’ experience in programme management, Monitoring and Evaluation (M&E), participatory research and strategy management. Godfrey has published on impact evaluation of agricultural commodities, managing risks in project management, and strengthening Voluntary Organization of Professional Evaluation Societies VOPES. He has delivered over 200 consultancy assignments in development evaluation, baseline surveys, mid- term evaluation, strategy development, policy evaluation and needs assessment for multi-stakeholder relationships. His research interests are mainly in the areas of public sector M&E, indigenizing M&E, theory of change, outcome harvesting. Godfrey is a member of the International Programme for Development Evaluation Training (IPDET) headquartered in Switzerland, a member of IOB headquartered in Antwerp University in Belgium. Godfrey holds a PhD in Administration and Management of Uganda Management Institute, Uganda, and a Masters in Public Administration and Management of Uganda Management Institute. Dr. Bwanika is a past Vice President of the Uganda Evaluation Association (UEA), 2014-2018.

He is proficient in both Agile and Waterfall methodologies and has a strong background in product and project management. Currently, a PhD Student in Mbarara University of Science and Technology.
Eugene's professional experience includes serving as a Part-Time Lecturer and Tutorial Assistant at Makerere University, where he facilitates lecturing in database and programming-related courses. He has also worked as a Part-Lecturer at Uganda Technology and Management University, where he facilitated both computing and business courses including M&E.
In his career, Eugene has been involved in several research projects, including one on the utilization of Agile Project Management in software projects in Uganda. He has also been a Research Scientist at Makerere University, working on projects related to crop data synthesis and smart-phone agro-applications for field-based diagnosis.
