Mr. Lubuulwa Matthew is a seasoned Monitoring and Evaluation Specialist, with extensive experience in M&E, research, Information technology, public finance and public investment management, Agri-business Value chains, strategic planning and education for sustainable development.
Matthew has worked for close to 17 years in Uganda as a Monitoring and Evaluation Specialist, IT Officer, and Business Development Analyst. He has spent 11 years consulting with the Budget Monitoring and Accountability Unit (BMAU) of the Ministry of Finance, Planning and Economic Development where he served as Monitoring and Evaluation Expert supporting the Accountability, Infrastructure, Tourism, Trade and Industry, and Science, Technology and Innovations sectors.
He has supported several Business Development Initiates with Small and Medium Enterprises in Uganda and the East African Region. He has led teams and participated in several Research and Evaluation studies with both state and non-state actors including; the Ministry of Finance, Planning and Economic Development, Ministry of Education and Sports, National Commission for UNESCO, Ministry of Foreign Affairs, National Information Technology Authority, Ministry of ICT, Danish International Development Agency (DANIDA), UNICEF, Netherlands Enterprise Agency, Uganda Manufacturer’s Association, National Agricultural Research Organisation, Makerere University School of Economics, private Education Institutions, among others.
He is a graduate of Carleton University, Canada (International Program for Development Evaluation Training), United States Telecommunications Training Institute (Diploma in eGovernment, Washington DC), Vrije Universitiet Brussels: Post Graduate Diploma in Scientific and Technological Information Management and Makerere University where he obtained a Master of Science in Computer Science-Management Information Systems.
For the last 10 years, Matthew is a fully subscribed member of Uganda Evaluation Association (UEA) where he has severed on the UEA Standards Development Committee (2014-15), Vice-President (2018-2020) and he is currently the President of the Association.

Dr. Candice Morkel is a global leader in the evaluation sector and the Director, Centre for Learning on Evaluation and Results director, Anglophone Africa (CLEAR-AA). She has 26 years of experience in government, academia, and the non-profit sector, specialising in public sector governance, monitoring, and evaluation. She leads CLEAR-AA’s work in building national evaluation systems through institution building and capacity development. Candice holds a PhD in Public Administration. UNDP Resident Representative for Uganda
Ms. Nwanne Vwede-Obahor is the United Nations Development Programme's (UNDP) Resident Representative for Uganda. In this position she represents, leads, and is accountable for harnessing and directing the full potential of UNDP's capabilities and associated partnerships, in support of national development goals and strategies in Uganda. Prior to this, Ms. Vwede-Obahor served as the Director Program and Team Leader of the Implementation Support Unit of the UN Integrated Strategy for the Sahel (UNISS) in the Office of the UN Special Coordinator for Development in the Sahel. She has also served as the Regional Representative for the United Nations High Commissioner for Human Rights (OHCHR) for East Africa, as well as the OHCHR Representative to the African Union and UN Economic Commission for Africa (UNECA). Ms. Vwede-Obahor has over 20 years of progressive working experience in various sectors, UN Sierra Leone Resident Coordinator's Office, UN Mission in South Sudan, UN Afghanistan Assistance Mission, UN-African Union Hybrid Mission in Darfur, UNDP Liberia, international organizations, private sector, and non-profit sector. She has expertise in development, governance, peacebuilding, humanitarian issues, resilience, stabilization, human rights, gender, conflict prevention, and provision of basic and social services. Ms. Vwede-Obahor has extensive experience in management, business operations, coordination including of multi-agency activities/programs within and beyond the UN System, organizational leadership, policy development, results-based programming, including joint programming, advocacy, partnership building, and resource mobilization. Ms. Vwede-Obahor holds a bachelor's degree in English Language and Literature, an LLB in Law, an MPA in Public Policy and Administration and an MSc in Political Science.

Currently building her career in M&E. She is passionate on the subject matter of climate Resilience and Adaptation. She has written her dissertation paper (unpublished) on “Sociocultural Norms and Women Participation in Local Government leadership positions: A case study of Adjumani District Local Government Sector”, leading to the award of Masters of Science in Monitoring and Evaluation at Uganda Martyrs University-UMU (Awaiting upcoming 2024 graduation). She has an extensive experiences of working in Banking and Education sector, more particularly with Equity Bank and Co-operative Bank (over 5 yrs), with 75% of achievement in client satisfaction. She also worked with NGO in Education sector (Concern Worldwide-improving school enrolment and retention- by over 60%, reduction in Gender based Violence  (SBV) at schools by 90%; and as an English Tutor with Windle Trust International.

Mr. Miheso Swinnerstone Eugene

Swinnerstone is a highly skilled and experienced Professional Product & Project Management Consultant with an IT background. He holds a Master's in Information Systems from Makerere University, Executive Masters in Business Administration from UTAMU and PgD in Project Planning and Management. Eugene has expertise in various areas, including project management, software engineering, information systems deployment and operations, monitoring and evaluation. He is proficient in both Agile and Waterfall methodologies and has a strong background in product and project management. Currently, a PhD Student in Mbarara University of Science and Technology. Eugene's professional experience includes serving as a Part-Time Lecturer and Tutorial Assistant at Makerere University, where he facilitates lecturing in database and programming-related courses. He has also worked as a Part-Lecturer at Uganda Technology and Management University, where he facilitated both computing and business courses including M&E. In his career, Eugene has been involved in several research projects, including one on the utilization of Agile Project Management in software projects in Uganda. He has also been a Research Scientist at Makerere University, working on projects related to crop data synthesis and smart-phone agro-applications for field-based diagnosis. Overall, Eugene Swinnerstone Miheso is a dedicated and knowledgeable professional with extensive experience in project management, monitoring and evaluation and IT-related fields.

Dr. Awuor Ponge

Dr. Awuor Ponge, is a Senior Associate Fellow, in-charge of Research, Policy and Evaluation at the African Policy Centre (APC). He is also the Vice-President of the African Evaluation Association (AfrEA). He holds a Doctor of Philosophy (PhD) Degree in Gender and Development Studies from Kenyatta University. Ponge is an Adjunct Faculty at the Jaramogi Oginga Odinga University of Science and Technology (JOOUST) where he teaches Development and Policy Studies. He was awarded the International Organisation for Collaboration in Evaluation (IOCE) and EvalPartners Award in 2015 for his contribution to Evaluation Capacity Development (ECD) in Africa and Mentoring Young and Emerging Evaluators.   For the past over ten years he has served as abstracts Peer Reviewer for various Conferences among them: African Evaluation Association (AfrEA); the American Evaluation Association (AEA); and the Australian Evaluation Society (AES). Ponge is an Editorial Reviewer for the African Evaluation Journal (AEJ), an online publication of the African Evaluation Association (AfrEA). He has served as an Editorial Consultant and Peer reviewer for many organisations including inter alia: EvalPartners and the International Organization for Cooperation in Evaluation (IOCE); the Institute for Policy Analysis and Research (IPAR), Kenya; the Institute of Economic Affairs (IEA), Kenya; the Think Tank Network in Eastern Africa (TTN-EA); the Africa Research and Resource Forum (ARRF); the International Development Research Centre (IDRC); and the Institute for Development Studies (IDS) at the University of Nairobi. He has also served as member of the Reference Group for “The Joint Systemic Review (JSR) of Gender Equality in Development” for the United Nations Evaluation Group (UNEG) and the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women). Reviewed a Book chapter for the Centre for Research on Evaluation, Science and Technology (CREST), at the Stellenbosch University; Served as Reviewer for the Draft Kenya National Evaluation Guidelines for the Monitoring and Evaluation Directorate of the State Department for Planning in the National Treasury and Planning Ministry.  

Dr. Joy Asimwe

Dr. Asiimwe Joy Turyamwijuka – Lecturer, School of Social Sciences, Uganda Christian University   Asiimwe is an early career researcher, with a passion for Development Management and innovations. She has 20 years of Lecturing experience at Uganda Christian University, in Sociology and Development studies. She has developed a curriculum for Monitoring and Evaluation and taught it to undergraduate and postgraduate students. She has broad experience in preparing abstracts and has presented in prominent national and international conferences. Dr Asiimwe is a general secretary of the Uganda Evaluation Association), AfrEA (African Evaluation Association (UEA), and an active member of Network for Education and Multidisciplinary Research Africa (NEMRA). She is a qualified Evaluation capacity development trainer, who participated in such projects as the RICE Project as a Project manager, Peer-to-peer learning as a trainer, ECD Uganda as a trainer, and CLEAR AA as a trainer. She has presented conference papers on M&E Conferences at the Global level with IDEAS, AfrEA, and National level. She was part of the reviewers of the Evaluation Standards of Uganda and the Evaluation guidelines of IDEAS. She holds a PhD in Public administration, Uganda Management Institute in Kampala). She holds a Master’s degree in Development Studies, International Institute of Social Studies of Erasmus University, The Netherlands) and a Bachelor’s degree in social sciences, Makerere University Kampala.

Barnabas Kiiza holds a Ph.D in Agricultural and Applied Economics from the University of Minnesota, USA He is a Development Economist and Consultant with RESDEV CONSULT Ltd.  His current interest also include Agricultural Commodity Value Chain Development and Upgrading in East Africa. He has vast research experience in Qualitative and Quantitative Economic Analysis in Rural Finance; Agricultural Marketing; Production Economics; Economic Growth; and International Agricultural Trade.  He also has good experience in Process Evaluation of Programs/Projects as well as vast experience in Quantitative Impact Evaluation of Projects/Program. He is well versed in Cross-sectional, Time Series and Panel Data Econometrics. In addition, he has been a Principal Investigator (Team Leader) on various research and consultancy projects since 1993 funded by USAID, World Bank, NORAD, DANIDA, FAO, Rockefeller Foundation and Government of Uganda.  He has also published many Journal Articles in peer reviewed Journals in the area of Quantitative Impact Evaluation of Interventions/Initiatives.

His strategic approach has enhanced data accuracy by 35% and boosted decision-making efficiency by 15%. He spearheaded the creation of a centralized analytics portal that houses over 30 dashboards, revolutionizing evidence-based decision-making across the organization. Chris has also pioneered the use of forensic analytics to combat fraud within the Karamoja emergency response, safeguarding resources for over 32,000 households. His academic journey in pursuing a Master's degree in Data Science complements his practical skills in Python, SQL, and project management, enriching his data-driven strategies. His significant contributions include deploying the DHIS2(eMIS) across 315 schools, markedly improving the efficiency of the school feeding programs through a cutting-edge digital reporting system. In the realm of IT Service Management, he has applied machine learning techniques to achieve over 90% accuracy in predicting high-priority tickets, automating critical processes to enhance operational effectiveness. Chris's capstone projects—ranging from customer transaction to home loan and insurance claim predictions—exemplify his versatility and innovative approach in data analytics. Currently, he is leading the development of a groundbreaking "personal assistant app" for senior management. This prototype harnesses ML/AI to revolutionize Monitoring & Evaluation (M&E), offering real-time analytics and visualizations that promise to tackle socio-economic challenges directly. Through these initiatives, he has profoundly enhanced data collection, analysis, and reporting capabilities, leading to improved resource allocation, heightened transparency, and more efficient program management.

Chris Derrick Opio is a Certified Ethics Reviewer and Research and Evaluation Specialist working with the Global Research and Evaluation unit with Save the Children International with over 8+ years of experience in the designing, managing and commissioning Research and Evaluations in humanitarian and development sectors in various regions like ESA, MENA, WCA, and Europe. He has a strong background in statistics, data analysis, and ICT4D, specializing in tools such as Power BI, ODK, and Commcare. Chris has facilitated numerous training workshops for individuals and for local and International Organizations, improving MEAL standards and promoting data use with Realtime data in various organizations in Sub-Saharan Africa. He holds a Post Graduate Diploma in Monitoring and Evaluation and a Master’s in Monitoring and Evaluation and is currently finalizing a Master of Science in International Public Health. Chris Derrick has a proven track record of delivering specialized training sessions in Power BI and other data tools for various individuals and esteemed organizations. He has conducted training for participants at the Uganda Evaluation Association during the National Evaluation Talks (Power BI series), as well as for the International Rescue Committee and Action Aid. Additionally, he has trained teams at Mott MacDonald and Dan Church Aid in both Southern Sudan and Uganda on Power BI and Kobo Collect. Chris also provided comprehensive training in Power BI, Kobo Collect, Advanced Excel, and DHIS2 for WHO in Afghanistan and WFP Uganda and delivered basic Power BI training for QED/Q2 Impact Uganda. These training courses highlight his expertise in data analysis tools and his commitment to capacity building in diverse settings. Chris is an ideal facilitator with exceptional proficiency in Power BI, demonstrated through his ability to create and deliver comprehensive training materials. His expertise enables teams to fully utilize Power BI for data analysis and visualization. Through dynamic training sessions, Chris imparts valuable knowledge on creating interactive dashboards, generating insightful reports, and extracting meaningful insights from complex datasets. Kenneth Otikal is a seasoned Statistician, Development Planner, Economist, and M&E specialist with over 14 years of experience. Currently, he serves as the National M&E Expert for GOPA Worldwide Consultants GmbH, improving M&E systems for the GIZ funded Governance and Civil Society Programme in Uganda. Kenneth holds a Master's in Population Studies from the University of Groningen and a Master's in Monitoring & Evaluation. As a team leader of Nate Africa Consulting Ltd- a USAID transitional awardee for Monitoring, Evaluation and Learning for Market Systems Development; he provides management consulting services in M&E, Planning, Project design, Capacity building, Research, Surveys  and project feasibility studies. With expertise in Market Systems Development, Kenneth recently led a crucial USAID Agriculture Market Systems Development Learning study. As Team Leader, he managed a comprehensive evaluation to determine the impact of direct partners on indirect partners in agricultural input distribution and business advisory support. Kenneth is an IPDET global award winner for his innovative "Eval Hub" solution addressing data collection challenges during the COVID-19 pandemic. His work spans various sectors, including agriculture and dairy development, where he has contributed to national strategies and policy documents. Kenneth is a member of Uganda Evaluation Association and his blend of government and consulting experience, coupled with his experience in Market Systems Development, positions Kenneth as a leading voice in monitoring and evaluation for complex development initiatives.
